Collective Bargaining Updates March – July 2012

Anoka County Commanders:

Term: 2013
Wages: New labor agreement. County re-set the salary ranges. Increases range between 1.07% and 6.5%

Anoka County Licensed Supervisors:

Term: 2011-2012
Wages: County pattern for COLA for 2011 and 2012
Economic changes: Market adjustment of 4.5% to 12% depending on years of service and rate of pay effective 12/17/12.

Apple Valley Police Department Sergeants:

Term: 2011-2012 (per arbitration award)
Wages: 1% on 1/1/11, .25% on 12/31/11, 1.25% on 1/1/12 (per arbitration award) Economic changes: Uniform allowance increased $25 each year of the contract (per arbitration award).

Beltrami County Sheriffs Department Sergeants:

Term: 2011-2012-2013
Wages: 0% for 2011, 0% for 2012, 1% for 2013
Economic changes: Double time on OT on Christmas and Thanksgiving. 50 cents per hour shift differential from 6 p.m. to 6 a.m. 3-day wok comp sick leave credited if injury is due to law enforcement action. Court time to be paid if court not cancelled by 5 p.m. day prior.

Blaine Police Department Sergeants:

Term: 2012-2013
Wages: 1% for 2012, 2% for 2013

Breezy Point Police Department:

Term: 2011

Buffalo Police Department:

Term: 2012-2013
Wages: .5% on 5/1/12 and .5% on 7/1/12, 1% for 2013
Economic changes: Family coverage health insurance of $776.30 and single health insurance coverage of $399.66 for 2012; re-opener for 2013. Uniform allowance paid at $400 on 1/1 and 7/1, with an additional $400 paid to investigators on 10/1.

Canby Police Department:

Term: 2012
Wages: 0%
Economic changes: Replace uniform replacement language with allowance of $500, with up to $1,000 bankable.

Carver County Sheriffs Department Sergeants:

Term: 2012-2013
Wages: .5% for sergeants at top of wage range, 1% for sergeants within range for 2012. 1% for sergeants at top of wage range, 1.75% for sergeants within range for 2013.
Economic changes: Elimination of Specialty pay in lieu of $1.45 an hour increase for all sergeants.

Chippewa County Sheriffs Department:

Term: 2012-2013-2014
Wages: 0% for 2012, .5% on 1/1/13 and .5% on 7/1/13, 1% on 1/1/14 and 1% on 7/1/14 Economic changes: Lump sum of $300 to employees at top of range for 2012. Steps paid 2012, 2013, and 2014. Health insurance paid at $650 single and $2,000 family with first 2% of increase in premium paid by the county and split 50/50 thereafter. Uniform allowance increased to $725 for deputies and $625 for jailers and dispatchers. Vacation balance carryover increased from 192 to 240 hours.
Language changes: Family Medical Leave Act language adopted. Arbitrator selection language added.

Chisholm Police Department:

Term: 2012-2013-2014
Wages: 1.5% for 2012, 1.5% for 2013, 1% for 2014
Economic changes: Uniform allowance to be paid out in a separate check. Court cancellation stipend of 1 hour at OT rate. Vacation accrual method changed to payroll basis. Increased time period for vacation carryover to 18 months.

Clay County Deputies:

Term: 2012-2013-2014
Wages: New salary scale for 2012, 2% for 2013 and 2% for 2014
Economic changes: New salary scale implemented for 2012. All members moved to step on new scale that was higher than previous salary.

Cook County Sheriffs Department:

Term: 2012-2013
Wages: 2.5% for 2012, 2.5% for 2013
Economic changes: Shift differential increase of 25 cents an hour. Uniform allowance increased by $50 a year. Discontinue health insurance for new hires. Current employees with family health insurance will now pay $25 a month in premiums.

Cottage Grove Police Department Sergeants:

Term: 2011-2012-2013-2014
Wages: 1% for 2011, 2% for 2012, 2% for 2013, and 2% on for 2014

Dakota County Sheriffs Department Supervisors:

Term: 2010-2011
Wages: 0% for 2010, 0% for 2011
Economic changes: No merit increase. Ability to sell back compensatory time periodically. Uniform allowance increase of $20 effective 1/1/11.

Dakota Communications Center Supervisors:

Term: 2012-2013
Wages: 6-step salary scale for 2012, .5% for 2013

Dodge County Sheriffs Department:

Term: 2012-2013
Wages: 1.75% for 2012, 1% for 2013
Economic changes: Increase shift differential to 60 cents per hour for 2012. Added Officer in Charge language. Training time MOU allowing flexing for voluntary training.

Duluth Police Department Lieutenants:

Term: 2012-2013-2014
Wages: 1% on for 2012, 1% for 2013, 2% for 2014
Economic changes: Additional 2.6% wage increase on 1/1/13. Change in employer contribution to single payer health insurance from 100% to 90%. Change in leave accrual and maximum cap.

Fridley Police Department:

Term: 2012-2013
Wages: 1% on 1/1/12 and 1% on 7/1/12, 2% for 2013 Economic changes: Added night shift differential.

Goodhue County Sheriffs Department Non-Licensed Sergeants:

Term: 2012-2013
Wages: .75% on 12/31/12 and .75% on 1/1/13
Economic changes: Changed the pay grade from 82 to 83 for the corrections sergeants which put them on the same pay grade as the dispatch sergeants.

Grand Rapids Police Department:

Term: 2012-2013-2014
Wages: 2% plus 1.5% lump sum for 2012, 2% plus 1.5% lump sum for 2013, 1% plus 1% lump sum for 2014
Economic changes: Health Savings Account contributions by the City of $2,150 single/$4,300 family for 2012, $2,000 single/$4,000 family for 2013, and $2,000 single/$4,000 family for 2014. Uniform allowance increased by $35 for 2013, and $35 for 2014. Investigative pay established at 7% over top patrol.

Grand Rapids Police Department Sergeants:

Term: 2012-2013-2014
Wages: Sergeant top 9.5% above Patrol top for 2012, Sergeant top 10% above Patrol top for 2013, and Sergeant top 10.5% above Patrol top for 2014.

Hermantown Police Department:

Term: 2011-2012
Wages: .75% for 2011, .5% for 2012
Economic changes: Wage compression: 6-year moved to 5-year wage; 9-year moved to 8-year wage. Investigator premium pay of 50 cents an hour. Deletion of secondary health insurance program; City contributes 92% of annual VEBA deductible. Funeral leave increased from 3 days to 5 days. Uniform allowance increased by $100 per year.

Kanabec County Sheriffs Department Jailers/Dispatchers:

Term: 2012-2013
Wages: 0% for 2012 with re-opener if county program aid increases, 0% for 2013 Economic changes: Employer’s contribution to health insurance increases by 9% in 2012 and 5% in 2013. Overtime calculation for part-time employees dependent on filled shift duration. Shift differential increase in 2012 from $55 to $65 per month and in 2013 from $65 to $80 per month. One jail-provided meal per day at no charge.

Kandiyohi County Sheriffs Department Corrections:

Term: 2012-2013-2014
Wages: 2% for 2012, 1% for 2013, 1.5% for 2014; steps included.
Economic changes: Designated rover pay increased to $1.75 per hour. Separated employees can be paid up to 252 hours for credited vacation.
Language changes: Family member language expanded to include “any other member of the employee’s household living with the employee.” Oral reprimands become part of personnel file.

LaCrescent Police Department:

Term: 2012-2013-2014
Wages: .5% on 1/1/12 and .5% on 7/1/12, 1% on 1/1/13 and 1% on 7/1/13, 1% on 1/1/14 and 1% on 7/1/14
Economic changes: Addition of 72-month step equal to 2% for 2014. Health insurance same as other employees, with a re-opener for 2014.

Lake County Sheriffs Department:

Term: 2012-2013
Wages: 25 cents an hour for 2012, 1.5% for 2013
Economic changes: Shift differential increased 10 cents per hour for 2012, and 15 cents per hour for 2013. Clothing allowance increased by $20 for 2012, and $20 for 2013.

Marshall Police Department:

Term: 2011-2012
Wages: 0% for 2011, 2% for 2012
Economic changes: Added FTO pay of 75 cents per hour.

Medina Police Department:

Term: 2012-2013
Wages: 1.5% for 2012, 1.5% for 2013

Metro Transit Police Department Supervisors:

Term: 2012-2013-2014
Wages: 2% on 1/1/12 and 2% market adjustment on 7/1/12, 2% on 1/1/13 and 2.5% market adjustment on 7/1/13, 2% on 1/1/14 and 3% market adjustment on 7/1/14

Milaca Police Department:

Term: 2012-2013-2014
Wages: 1% for 2012, 1% for 2013, re-opener for 2014

Mille Lacs County Sheriffs Department:

Term: 2011-2012 (per arbitration award)
Wages: 0% for 2011, 1% for 2012
Economic changes: County will provide Step Increases in 2011 and 2012. Uniform allowance increased by $50 in 2011 and $50 in 2012. County will pay 100% of single health coverage and 100% single coverage for the $15 co-pay plan.
Language changes: Language referencing specific years for step increases shall be removed from current language. New language shall read as follows: “All employees covered by this Agreement shall be paid in accordance with the pay scales attached hereto and made a part of the Agreement. Employees shall be eligible for step increases on their anniversary date.”

Minnetrista Police Department:

Term: 2012-2013-2014
Wages: 2% for 2012, 1% for 2013, 1% for 2014
Economic changes: Employer’s contribution to health insurance of $800 for 2012, with modifications in contributions for succeeding years based on increases by insurer. Instructor pay added for active training compensated at 1.5 rate of pay. Compensatory time carry over language added (20 hour maximum).
Language changes: Added language striking boot “reimbursement” to “allocating payment for boots to the uniform allowance.

Mound Police Department Sergeants:

Term: 2011-2012 (per arbitration award)
Wages: 1% on 7/1/11, 1% for 2012
Economic changes: New call-back time language. Annual leave carry-over amended.

Mounds View Police Department:

Term: 2011-2012-2013
Wages: 0% for 2011, 1.5% for 2012, 1.5% for 2013

Mounds View Police Department Sergeants:

Term: 2011-2012-2013
Wages: 0% for 2011, 1.5% for 2012, 1.5% for 2013
Economic changes: Employer contribution to health insurance increased by $50 for 2012; re- opener for 2013. Court duty minimum increased from 3 to 4 hours.

New Brighton Police Department Supervisors:

Term: 2012-2013-2014
Wages: 2% for 2012, 2% for 2013, 2% for 2014
Economic changes: Eliminated the $0 co-pay insurance and added language that if a person leaves the health savings account plan, they will not get an employer health savings account contribution when the return.

New Hope Police Department Supervisors:

Term: 2011-2012-2013
Wages: 1% for 2011, 1% for 2012, 1% for 2013
Economic changes: Uniform allowance increased to $775 in 2013.

North Mankato Police Department:

Term: 2012-2013
Wages: 1% for 2012, 2% for 2013
Economic changes: Senior officer pay of 3% after 9 years added for 2013.

Pennington County Dispatch/Jailers and Corrections:

Term: 2012-2013-2014
Wages: 1% for 2012, 1% for 2013, 1% for 2014
Economic changes: Monthly health savings account contribution of $250 for family and $200 for single. New one-year layoff recall right. Sick leave donation restricted to vacation time.

Polk County Deputies:

Term: 2012 wage re-opener
Wages: $925 increase for the year

Polk County Dispatchers:

Term: 2012 wage re-opener
Wages: $925 increase for the year

Proctor Police Department:

Term: 2011-2012-2013
Wages: 2% for 2011, up to 2% for 2012 and 2013 but only if LGA and MVHC increases Economic changes: Employers’s contribution to health insurance increased by $35 for 2011, $25 for 2012 and $25 for 2013. Employer-provided gym membership. 24-hour duty pay for eligible employees of $1,000 per year paid in 26 weekly installments. School Liaison officer pay increased by $25 and DARE officer pay increased by $25. Uniform allowance increased by $46.

Rice County Sheriffs Department Corrections:

Term: 2012-2013
Wages: .5% on 1/1/2 and .5% on 7/1/12, 1% for 2013
Economic changes: Health insurance same as other county employees. $20 increase in uniform allowance.
Language changes: Changes in grievance language.

Richfield Police Department:

Term: 2012-2013
Wages: 1% on 1/1/12 and 1% on 7/1/12, 2% for 2013

Rosemount Police Department Sergeants:

Term: 2012-2013
Wages: 1% for 2012, 1% on 1/1/13 and 1% on 7/1/13

St. Cloud Police Department Sergeants:

Term: 2012-2013-2014
Wages: 1% on 7/1/12, 2% on 1/1/13 and 2% on 7/1/13, 2% on 1/1/14 and 2% on 7/1/14

Sauk Rapids Police Department:

Term: 2011-2012
Wages: 0% for 2011, 1% for 2012
Economic changes: A one-time award of 25 hours of personal leave to be used prior to 12/31/12. Increase in uniform allowance.
Language changes: Language changes in holiday pay.

Shakopee Police Department Sergeants:

Term: 2012-2013
Wages: 2% for 2012, 2% for 2013

Spring Lake Park Police Department Sergeants:

Term: 2012-2013
Wages: 2% for 2012, 1% for 2013
Economic changes: Health insurance contribution paid at $1,157.40 and any increase/decrease to be split 50/50.
Language changes: Seniority language changed to “within” the job classification of sergeant.

Three Rivers Park District Police:

Term: 2012
Wages: 2% for years 6-10 in the pay grade
Economic changes: 25 cents per hour increase on FTO pay. 5 cents per hour increase on shift differential.
Language changes: Schedule change time increased to 96 hours.

Tri-County Community Corrections:

Term: 2012 wage re-opener
Wages: 2%

Waseca Police Department:

Term: 2012-2013
Wages: 1% for 2012, 1.5% for 2013
Economic changes: Increase uniform allowance by $100. Language changes: Clarify residency requirement.

White Bear Lake Police Department Sergeants:

Term: 2012
Wages: 2.5% merit increase
Economic changes: Health insurance similar to other city employees. $10 increase in uniform allowance.

Worthington Police Department:
