Collective Bargaining Updates July 2013 – January 2014

Apple Valley Police Department:

Term: 2014-2015
Wages: 2% for 2014, 2.5% for 2015
Economic changes: Uniform allowance increased by $50 each year. $100 each year to officer for preventive equipment damage. Employer agrees to pay first three days in WC injury scenario.

Baxter Police Department:

Term: 2013-2014
Wages: 3% for 2013, 3% for 2014

Benton County Sheriffs Department Non-Licensed:

Term: 2014-2015-2016
Wages: 1% for 2014, 1% on 1/1/15 and .25% on 7/1/15, 1% on 1/1/16 and .25% on 7/1/16

Big Lake Police Department:

Term: 2014
Wages: 2%
Economic changes: No employee insurance cost increase. Uniform allowance increase by $50 to $750. 1600 to 0400 hours added to shift differential. Comp time accumulation increased from 40 to 80 hours. Physical fitness incentive add (up to two days off). Funeral leave enhancement.

Braham Police Department:

Term: 2014-2015-2016
Wages: 2% for 2014, 2% for 2015, 2.5% for 2016
Economic changes: Shift differential pay increased to 80 cents an hour for 2014, and $1.60 an hour for 2015 and 2016. Uniform allowance increased to $525 for 2014, $550 for 2015, and $575 for 2016. Court cancellation pay added at 2 hours pay.

Brooklyn Center Police Department Supervisors:

Term: 2013
Wages: 2%
Economic changes: Employer’s contribution to health insurance increased to $939 family and $660 single.

Brown County Sheriffs Department Licensed:

Term: 2014-2015-2016
Wages: 2% for 2014, 2% for 2015, 2.5% for 2016

Champlin Police Department:

Term: 2013-2014-2015
Wages: 3.2% for 2013, 2% for 2014, 1% for 2015

Clay County Corrections:

Term: 2014-2015-2016
Wages: 2% for 2014, 2% for 2015, 2% for 2016
Economic changes: Apply COLA increase to Team Leader, Acting Team Leader, and FTO positions.

Cold Spring Police Department:

Term: 2014-2015-2016
Wages: 2% for 2014, 2.5% for 2015, 2.5% for 2016
Economic changes: Added the current 7-year longevity to wage schedule and created a longevity step at 10 years at 3% and 15 years at 5% above top pay. Shift differential was increased from 75 cents to 85 cents for 2015. Certified bilingual officers receive an additional $200 per month. Uniform allowance increased to $625 for 2014, $650 for 2015, and $700 for 2016. Changes to bereavement leave, sick leave donation, vacation carryover, and paydays changed to every two weeks. Increased life insurance from $10,000 to $50,000.

Columbia Heights Police Department:

Term: 2013-2014
Wages: 2% on 5/1/13, 2% for 2014
Economic changes: Longevity and specialty pay increased by same percentage as wages both years. Training in excess of scheduled shift is now 1.5 times unless schedule is changed day for day. Increased premium holidays from 9 to 12 days when worked. $30 a month increase in employer’s health insurance contribution.

Columbia Heights Police Department Sergeants:

Term: 2013-2014
Wages: 2% on 5/1/13 and 1% market adjustment on 12/1/13, 2% on 1/1/14 and 2% market adjustment on 7/1/14

Cottonwood County Sheriffs Department Licensed:

Term: 2014-2015
Wages: 6.1% salary adjustment in 2014, 3% for 2015
Economic changes: 5% premium to Investigator. Uniform allowance of $650, managed by Sheriff.

Cottonwood County Sheriffs Department Non-Licensed:

Term: 2014-2015
Wages: Completely new wage schedule with significant wage adjustments.

Crow Wing County Sheriffs Department Non-Licensed:

Term: 2012-2013
Wages: 0% for 2012, 0% for 2013 (per arbitration award)
Economic changes: IOD language added.

Dakota Communication Center:

Term: 2014-2015
Wages: 2% for 2014, 2% for 2015
Economic changes: One hour of pay for CTO for every shift trained.

Dakota Communication Center Supervisors:

Term: 2014-2015
Wages: 2% for 2014, 2% for 2015
Economic changes: Employer’s contribution toward health insurance increased by $60 per month. 100 hour PTO sell back.

Deephaven Police Department:

Term: 2014-2015-2016
Wages: 2% for 2014, 3% on 7/1/15, 2% for 2016
Economic changes: Insurance values are the same for 2014 with reopeners in 2015 and 2016. Comp time accrual increased to 60 hours. Vacation accrual increased by shortening the years from 6 to 12 to 6 to 10.

Dodge County Sheriffs Department:

Term: 2014-2015
Wages: 1.75% with added step at 84 months for 2014, 2% for 2015
Economic changes: Shift differential of 70 cents and for 2014 and 75 cents and hour for 2015. Use of Force/Firearms instructors added to FTO language.

Eagan Police Department:

Term: 2014-2015
Wages: 1% on 1/1 and 1% on 7/1/14, 1% on 1/1/15 and 1% on 4/1/15
Economic changes: COLA applied to retiree insurance opt-out money. Change to training compensation.

Elk River Police Department Sergeants:

Term: 2013-2014-2015
Wages: 2% on 1/1 and 1.5% on 7/1/13, 2% on 1/1 and 1.5% on 7/1/14, 2% on 1/1 and 1% on 7/1/15 if group is under average for comparable group.
Economic changes: Uniform allowance increased to $785 for 2013, $805 for 2014, and $825 for 2015. Comp time language modified for a comp payout in June alone with a clause for cash-out on an emergency basis with approval from the City.

Eveleth Police Department (per arbitration award):

Term: 2013-2014-2015
Wages: 2.5% for 2013, 2% for 2014, 2% for 2015
Economic changes: Longevity increase of $10 per month. Rank differential increases of 1%. Holiday pay increased from 8 to 12 hours. Vacation carryover authorized for up to 48 hours. Vacation may be taken in one day increments.

Fergus Falls Police Department:

Term: 2014
Wages: 3%
Economic changes: 50/50 split on family health insurance increase; $8 increase in single insurance contribution to $477.

Economic changes: Employer’s health insurance contribution increased to $1,111 for 2013, $1,140 for 2014, and $1,170 for 2015. Uniform allowance increased to $875 in 2014 and $900 in 2015.

Fridley Police Department:

Term: 2014-2015-2016
Wages: 1% plus $100 a month market adjustment on 1/1/14 and 1% on 7/1/14, 1% on 1/1/15 and 1% on 7/1/15, 2% for 2016
Economic changes: Shift differential increased to $1 per hour.

Golden Valley Police Department:

Term: 2014-2015
Wages: 2.5% for 2014, 2.5% for 2015
Economic changes: Increase in health insurance contributions by City. Market adjustment to clothing allowance.

Granite Falls Police Department:

Term: 2014-2015-2016
Wages: 2.5% for 2014, 2.5% for 2015, 2.5% for 2016
Economic changes: Insurance split 60/40 of the total cost of health insurance. Shift differential increased to $1.50 for 2014, $1.75 for 2015, and $2.00 for 2016. Holiday language changed to actual day of holiday (not observed).

Hopkins Police Department Sergeants:

Term: 2013-2014
Wages: 1% on 1/1/13 and 1% on 7/1/13, 2% on 1/1/14 and 1% on 7/1/14

Lino Lakes Police Department Supervisors (per arbitration award):

Term: 2014
Wages: 2%
Economic changes: Single health insurance 100%, with no change to employer’s contribution to deductible from 2013 to 2014.

Little Falls Police Department:

Term: 2014
Wages: 2%
Economic changes: Eliminated 7k exemption language from contract.

Lonsdale Police Department:

Term: 2014-2015
Wages: 5.1% for 2014, 3.5% for 2015

Maplewood Police Department Sergeants:

Term: 2013-2014
Wages: 1% on 1/1/13 and 1% on 7/1/13, 2% on 1/1/14
Economic changes: 6-year step added at 2% and increased top steps by 2%. $10 contribution increase for deferred comp in 2013 and 2014. Life insurance increased from $25,000 to $30,000. Court time payout increased to 4 hours at time and a half, and 36 hour cancellation language added.

Martin County Sheriffs Department Deputies:

Term: 2014-2015-2016
Wages: 2% on 7/1/14, 2% for 2015, 1% on 1/1/16 and 1% on 7/1/16
Economic changes: Shift differential of 50 cents per hour on 1/1/16. Court cancellation pay of 2 hours.

Mendota Heights Police Department:

Term: 2014-2015
Wages: 2% for 2014, 2% for 2015
Economic changes: Added a 20-year longevity step of an additional 2%. Insurance contribution at current $1,452 for 2014 and increase up to 5% for 2015.

Metro Transit Police Part-time:

Term: 2013-2014-2015
Wages: 2.75% on 1/5/13 and 2% on 7/6/13, 6.6% for 2014 (transition to new model), 2% for 2015
Economic changes: New pay scale that replaces the hours of service model with a “years of employment” model.

Milaca Police Department:

Term: 2014
Wages: wage re-opener – 2.5%

Moorhead Police Department:

Term: 2014
Wages: 2% on 1/1 and move to new scale on 7/1
Economic changes: CPI adjustment to clothing allowance. Court time to be paid if court not cancelled by closed of business day prior.

New Hope Police Department:

Term: 2014-2015-2016
Wages: 2% for 2014 with 2% wage adjustment, 2% for 2015, 2% for 2016

North Mankato Police Department:

Term: 2014-2015
Wages: 1% for 2014, 2% for 2015

Northfield Police Department Sergeants:

Term: 2013-2014
Wages: 1% base lump sum ($763) for sergeants at the top of the range for 2013-2014 and step movement for junior sergeants on 7/1/13 and 1/1/14

Orono Police Department:

Term: 2014-2015-2016
Wages: 2% for 2014, 2.5% for 2015, 2.75% for 2016.
Economic changes: Increase in employers contribution to family health insurance of $50 for 2014, 50/50 split for 2015 and 2016. Add Christmas Eve as holiday.

Perham Police Department:

Term: 2014-2015
Wages: New pay scale with new step 7 with 6% increase at top over 2 years
Economic changes: $50 increase in employer health insurance contributions each year.

Princeton Police Department:

Term: 2014
Wages: 4%
Economic changes: 40 hours mandatory furloughs. Health insurance contribution increased by $25 per month. Added K-9 language and seniority shift bidding language.

Proctor Police Department:

Term: 2014-2015-2016
Wages: 3% for 2014, 2% for 2015, 2% for 2016
Economic changes: Employer’s contribution to health insurance increased by $40 per month each year. 24-hour duty pay increased from $1,000 to $2,000.

Red Lake County Deputies and Dispatchers:

Term: 2014-2015-2016
Wages: Because scheduled OT was reduced 1⁄2 hourly week each year, deputies will receive a pay adjustment increase of 10 cents per hour for 2014, 10 cents per hour for 2015 and 15 cents per hour for 2016. Yearly step movement language for all steps. Sick leave severance increased 100 hours to 900 hours total.

Richfield Police Department Supervisors:

Term: 2014-2015
Wages: 2.25% for 2014 plus wage adjustment for lieutenants and sergeants, 2.25% for 2015 plus wage adjustment for lieutenants and sergeants

Robbinsdale Police Department Supervisors:

Term: 2014
Wages: 2%
Economic changes: Cafeteria contribution increased by $60 a month. Uniform allowance increased to $850.

Rogers Police Department Sergeants:

Term: 2014-2015-2016
Wages: 1.5% for 2014, 1.5% for 2015, 1.5% for 2016
Economic changes: Placed in new classification.

Roseville Police Department:

Term: 2014-2015
Wages: 2% for 2014, 2% for 2015
Economic changes: 2% increase in longevity step each year. Increase in uniform allowance and special assignment pay.

St. James Police Department:

Term: 2014-2015
Wages: 2.5% for 2014, 2.75% for 2015
Economic changes: Single health insurance, employee pays 5% of premium for 2014, 10% for 2015.

St. Paul Park Police Department:

Term: 2013-2014
Wages: 2% for 2013, 3% for 2014
Economic changes: No change in Employer’s contribution to health insurance in 2013, $50 increase in 2014. Uniform allowance increased to $875 in 2013 and $900 in 2014.

Shakopee Police Department Sergeants:

Spring Lake Park Police Department Sergeants:

Wages: 2% for 2014, 2% for 2015
Economic changes: Uniform allowance increased by $10 in 2014, plus a one-time $200 stipend and $20 in 2015. One additional vacation day after 25 years of service.

Stearns County Sheriffs Department Licensed:

Term: 2013-2014-2015
Wages: 0% for 2013, 1% on 1/1/014 and .5% on 7/1/14, 1% on 1/1/15 and 1% on 7/1/15

Stearns County Sheriffs Department Supervisors:

Term: 2013-2014-2015
Wages: 0% with lump sum of $520 for 2013, 1% for 2014 and implement new grid with members at top pay receiving a $667 lump sum, 1% on 1/1/15 and 1% on 7/1/15 with members at top pay receiving a $735 lump sum.
Economic changes: Shift responsibility pay increased to $2,000 for 2013, $2,100 for 2014 and $2,200 for 2015. Clothing allowance increased by $30 and maintenance by $20 a year. MOU added for weapons qualification training and jail extraction training, paying $160 for 2013, $150 for 2014, and $150 for 2015.

Stillwater Police Department Sergeants (per arbitration award):

Term: 2012-2013-2014
Wages: 0% for 2012, 2% for 2013, 2% for 2014
Economic changes: 50-50 split of health insurance premium increase for 2013 and 2014.

Traverse County Sheriffs Department:

Term: 2013-2014
Wages: 2% for 2013, transition to new salary schedule for 2014
Economic changes: Employer’s contribution to health insurance of $550 single, $1,115 family or opt out payment of $750 for 2014. 10 cent increase in shift differential, applies to weekends, from 7 pm to 7 am for 2014.

Waseca Police Department:

Term: 2014
Wages: 2%
Economic changes: Added 48-month 2% step. $1 per hour FTO.

Yellow Medicine County Sheriffs Department:

Term: 2014-2015-2016
Wages: 1% for 2014, 2% for 2015, 2% for 2016
Economic changes: On call pay increased by $1,00 in 2015. Shift differential increased 25 cents in 2015 and 25 cents in 2016. Unused employee leave time can be used with floater (up to 2 hours).
