Collective Bargaining Update November 2015 – February 2016

Alexandria Police Department:
Term: 2016
Wages: 2.4% increase to base pay, 3.2% increase to top pay. Additional merit increase above COLA (1.5% successful, 2.5% excellence, 3% proactive excellence). Merit is paid as bonus if at top pay. 20-year longevity converted to performance based pay.

Alexandria Police Department Sergeants:
Term: 2016
Wages: 2.4% increase to base pay, 3.2% increase to top pay. Additional merit increase above COLA (1.5% successful, 2.5% excellence, 3% proactive excellence). Merit is paid as bonus if at top pay. 20-year longevity converted to performance based pay.

Apple Valley Police Department:
Term: 2016-2017
Wages: 2.75% for 2016, 2.75% for 2017
Economic changes: Increase in starting pay rate from 65% to 68% of top patrol rate.

Belle Plaine Police Department:
Term: 2016-2017-2018
Wages: 2.5% for 2016, 2.75% for 2017, 3% for 2018
Economic changes: Increased longevity pay by $5 per month for each year of the contract.

Bemidji Police Department:
Term: 2016-2017-2018
Wages: 2% for 2016, 2% for 2017, 2.5% for 2018
Economic changes: Salary adjusted on pay grade. Employer’s health insurance premium contribution increased to $908 for 2016, $998 for 2017, and $1,088 for 2018. Shift differential pay of $1 per hour. FTO pay of $1 per hour. Court pay if not cancelled by 1700 hours.

Bemidji Police Department Sergeants:
Term: 2016-2017-2018
Wages: 2% for 2016, 2.25% for 2017, 2.5% for 2018

Brooklyn Center Police Department:
Term: 2016-2017
Wages: 2% for 2016, highest COLA increase offered to any other employee group for 2017
Economic changes: Removed step at 6 months on the wage scale. Added a longevity step at 8 years and increased both longevity pay and educational incentive pay for 2016; converted longevity pay and educational incentive pay from a dollar amount to a percentage of base pay in 2017. Increased detective pay, and detective on-call pay, and converted from a monthly dollar amount to a percentage of base pay. Added street crimes unit to the positions eligible to receive $100 per month.
Language changes: Updated sick leave language to comply with Minn. Stat. 181.9413.

Burnsville Police Department:
Term: 2016-2017
Wages: 2.5% for 2016, 2.75% for 2017
Economic changes: Increased investigative duties pay to $325 per month. Increased health insurance contribution by $40 per month. Increased uniform allowance to $850 per year. Increased life insurance to $35,000. Masters educational incentive to equal 2% of base wage.

Burnsville Police Department Supervisors:
Term: 2016-2017
Wages: 2.5% for 2016, 2.75% for 2017
Economic changes: Increased investigative duties pay to $325 per month. Increased health insurance contribution by $40 per month. Increased uniform allowance to $850 per year. Increased life insurance to $35,000. Increased 4-year college incentive from 3% to 4% effective 1/1/17. Added a 25-year vacation accrual of 25 days per year.

Canby Police Department:

Wages: 2% for 2016, 2.25% for 2017, 2.5% for 2018 Economic changes Increased uniform allowance by $1000 on 1/1/16.

Economic changes: Additional hour of court time.

Dakota County Sheriffs Department:

Economic changes: Salary adjustment for employees below Q2 in 2016. Detective premium of $2 per hours. FTO and certified trainer pay adjusted to 15% per hour. Shift differential increased to 80 cents.

Dakota County Sheriffs Department Supervisors:

Wages: 2.5% for 2016, 2.5% for 2017
Economic changes: One time internal equity adjustment for sergeants paid below Q2 and Captain paid below Q1. Range increased by 2% and merit awards increased by 1%.

Dakota Communications Center:
Term: 2016-2017
Wages: 2.5% for 2016, 2.5% for 2017
Economic changes: Change in wage schedule eliminating 3 steps to top pay. Additional $250 to VEBA. Increase in PTO. Increase in compensatory time bank from 80 to 100 hours. Change in language for funeral leave.

Dakota Communications Center Supervisors:
Term: 2016-2017
Wages: 2.5% for 2016, 2.5% for 2017
Economic changes: Additional $250 to VEBA. Additional 7 – 9 hours yearly PTO, depending on step. 100-hour comp bank. Three days funeral leave.

Dodge County Sheriffs Department:
Term: 2016-2017-2018
Wages: 2% for 2016, 2.25% for 2017, 2.75% for 2018
Economic changes: New 96 month step added for deputies and a new 72 month step added for sergeants and investigators. Shift differential increase to 85 cents per hour for 2016, 90 cents per hour for 2017, and $1 per hour for 2018. FTO instructor pay increased to $1.10 per hour while performing duties.

Elk River Police Department:
Term: 2016-2017-2018
Wages: 2% plus 1% market increase on 1/1/15 and up to .5% based on market average on 7/1/16, 2.5% on 1/1/17 and up to .5% increased based on market average on 7/1/17, 2.5% on 1/1/18 and up to 1% based on market average on 7/1/18 Economic changes: Added additional step at 21 years – 9%. Shift differential increased by 5 cents on 1/1/16 and by 5 cents on 1/1/18. New officer-in-charge language, paid at $1.30 per hour. Uniform allowance increased by $20 on 1/1/15, 1/1/17, and 1/1/18.

Elk River Police Department Sergeants:
Term: 2016-2017-2018
Wages: 2% and 1% market adjustment in 2016, 2.5% and .5% increase based on market average for 2017, 2.5% and up to 1% based on market average for 2018
Economic changes: Uniform allowance increased to $845 for 2016, $865 for 2017, and $885 for 2018. Cancellation notice for court time upgraded.

Farmington Police Department:
Term: 2016-2017-2018
Wages: 2.5% for 2016, 2.5% for 2017, 2.75% for 2018
Economic changes: Increased vacation accrual 8 hours. Uniform allowance increased to $725 in 2016, $750 in 2017, and $775 in 2018.

Fergus Falls Police Department:

Wages: 2.5% for 2016, re-opener for 2017
Economic changes: 100% paid single health insurance, 75/25% employer/employee on family coverage. Shift differential pay of $10 per pay period. New employees can access 20 hours of accrued vacation after 6 months.

Lonsdale Police Department:

Economic changes: Implementation of new salary and wage plan reflecting above wage adjustment.
Language changes: Holiday language change eliminating two half-day holidays and the addition of another floating holiday.

Northwest Corrections:

Wages: 2.5% plus 3% top step for 2016, 2.5% plus step for 2017, 2.5% plus 3% top step for 2018

Perham Police Department:
Term: 2016-2017
Wages: 2.75% for 2016, 2.75% for 2017
Economic changes: Insurance contribution – 100%, maximum $1,000 for 2016 and 100%, maximum $1,100 for 2017. Uniform allowance increase to $775 for 2016 and $800 for 2017. $10 per paycheck match to PEHCSP.

Pine River Police Department:
Term: 2016-2017-2018
Wages: 2.7% for 2015, 2.6% for 2017, 2.5% for 2018 Economic changes: Increases apply to top step only.

Plymouth Police Department:
Term: 2016-2017
Wages: 2.75% for 2016, 3% for 2017
Economic changes: Wages were adjusted by 80 cents per hour on all steps in exchange for a reduction in employer contribution into employee’s VEBA account to $182.50 per month. No health insurance premium increase for 2016, but re-opener for 2017. Clothing allowance increased to $925 for 2016 and $950 for 2017.
Language changes: Minor language changes to holidays, vacation, and compensatory time.

Plymouth Police Department Sergeants:
Term: 2016-2017
Wages: 2.75% plus 80 cents per hour increase for reduction in VEBA contribution plus 1% @ 10 years of service for 2016, 3% for 2017

Richfield Police Department:
Term: 2016-2017
Wages: 2.5% for 2016, 2.75% for 2017
Economic changes: Step 5 police officers receive a $40 adjustment to base wage in 2016 and a $10 adjustment to base wage in 2017.

Richfield Police Department Supervisors:
Term: 2016-2017
Wages: 2.5% for 2016, 2.75% for 2017
Economic changes: Equity adjustment – $40 increase in base wage for lieutenants in 2016 and $10 increase in base wage for lieutenants in 2017. Equity adjustment – $20 increase in base wage for sergeants in 2016 and $10 increase in base wage for sergeants in 2017. Increase of $20 for clothing allowance in 2016 and additional $20 increase in 2017.

Rochester Police Department Supervisors:
Term: 2016-2017-2018
Wages: 2.5% for 2016, 2.75% for 2017, 3% for 2018
Economic changes: Required cell phone carry provides $145 bi-weekly pay differential for specific assignments.

Rosemount Police Department:
Term: 2016-2017
Wages: 2.5% for 2016, 2.5% for 2017
Economic changes: Increase from $200 to $250 a month for investigator/community resource officer/task for officer assignment. Field Training Officer pay increased from one hour of pay per shift to two hours. Clothing allowance increased by $10 in 2016 and $15 in 2017. Language changes: Court time language improved with same day cancellation. Language change to funeral leave to add step children.

Roseville Police Department:
Term: 2016-2017-2018
Wages: 2.75% for 2016, 2.75% for 2017, 2.75% for 2018
Economic changes: City to provide 5% wage differential above wage rate for detective, drug task force officer, juvenile officer, and dog handler. Language change with longevity and educational incentive changed pay to a flat rate for bachelor and masters degree with an additional longevity step at 20 years of 11% above top step. Uniform allowance increased to $825 in 2016, $848 for 2017, and $871 for 2018.

St. Joseph Police Department:
Term: 2016-2017
Wages: 2.5% for 2016, 2.75% for 2017
Economic changes: Employer’s contribution to health savings account increased to $2,250 for family coverage and $1,100 for single coverage.

Savage Police Department:
Term: 2016-2017-2018
Wages: 2.5% plus 20 cents an hour increase for uniform adjustment for 2016, 2.75% plus 20 cents per hour increase for uniform adjustment for 2017, 3% plus 20 cents per hour increase for uniform adjustment for 2018

Savage Police Department Sergeants:
Term: 2016-2017-2018
Wages: 2.5% for 2016, 2% on 1/1/17 and 1% on 7/1/17, 3% for 2018
Economic changes: Separation notification benefit added – eligible employees with receive deposit of $1,000 into HCSP at time of separation if proper notification given. Employees allowed to increase contribution to HCSPA to an amount equal to 2% of base pay. Capped increase to employee contribution for dependent coverage at $100. Increased employer contribution to HSA on high deductible plans. Beginning in 2017 employees selecting single coverage must contribute $50 per month.

Scott County Non-Licensed Sergeants:
Term: 2016
Wages: Increased performance pay to match 2015 amounts (.5% to 1.5% increase over previously negotiated 2016 rates).

Sleepy Eye Police Department:
Term: 2016-2017
Wages: 2.75% for 2016, 3% for 2017
Economic changes: Increased uniform allowance by $50 per year. Get a full shift off for floating holiday (instead of 8 hours when they work longer shift).

Spring Lake Park Police Department Sergeants:
Term: 2016-2017
Wages: 2.5% for 2016, 3% for 2017
Economic changes: New FTO pay of one hour of comp per shift. Education incentive paid for health club membership at $500 or tuition reimbursement increased to $1,000.

Stearns County Corrections/Dispatch:
Term: 2016-2017-2018
Wages: 2% for 2016, 2.25% for 2017, 2.5% for 2018
Economic changes: Uniform allowance increased by $10 on 1/1/16. Added instructor/trainer language of $2 per hour. Personal day equal to employee’s shift length.

Stearns County Sheriffs Department Supervisors:
Term: 2016-2017-2018
Wages: 2% for 2016, 2.25% for 2017, 2.5% for 2018
Economic changes: Shift responsibility pay increased $50 each year. Uniform allowance increased to $870 and clothing allowance increased to $340. Life insurance increased to $50,000. Insurance contribution same as other employees.

Stevens County Deputies and Dispatcher/Jailers:

Wages: 2% for 2016, 2% for 2017
Economic changes: Four hours @ 1.5 time if called to duty while on “standby.” Insurance reopener. Language changes: Minor language changes to holidays, vacation, and compensatory time.

Wayzata Police Department:

White Bear Lake Dispatch:

Willmar Police Department:

Economic changes: Uniform allowance increased to $750 for 2016 and $800 for 2017. Added Field Training Officer Pay – add 1 hour of pay at straight time for each shift worked as an assigned FTO. Senior Officer pay increased to 75 cents per hour for 2016 and $1 per hour for 2017.
