Collective Bargaining Update May – July 2015

Anoka Police Department:
Term: 2015-2016
Wages: 2% plus 5 cents per hour for 2015, 3% for 2016
Economic changes: Shift differential increased for $15 to $20 for B and C shifts. Language changes: Insurance language modified.

Baxter Police Department:
Term: 2015-2016
Wages: 2.5% for 2015, 2.5% for 2016
Economic changes: Employer to make the equivalent of a 16-hour wage contribution to employees HCSP after employee attains 960 hours sick leave, followed by no sick leave usage for one year.

Carlton County Sheriffs Department Supervisors: (per arbitration award)
Term: 2013-2014-2015
Wages: 1.75% for 2013, 2.25% for 2014, 4% for 2015

Chippewa County Sheriffs Department:
Term: 2015-2016-2017
Wages: 2% for 2015, 2% for 2016, 2% for 2017
Economic changes: No change in insurance for 2015, employer contribution of $740 per month for single and $1,400 per month family, insurance reopener in 2017 if insurance increase is greater than 1.5% in 2017 or 20% combined for 2016 and 2017. Shift differential of $1.50/hr. for 2015, $1.75/hr. for 2016 and 2017. On call pay of $3.50 per hour for 2015 and $4.00 per hour for 2017. Uniform allowance increased by $75 for deputies and $100 for jail for 2015, and $50 for both groups for 2016 and again I 2017.

Columbia Heights Police Department Sergeants:
Term: 2015-2016
Wages: 2% for 2015, 2.5% for 2016
Economic changes: $30 per month health savings account contribution for both years.

Dilworth Police Department:
Term: 2016-2017-2018
Wages: 2% for 2016, 2% fpr 2017, 2.5% for 2018
Economic changes: Investigator pay 2% over regular salary. Sergeant pay 5% over senior officer. Employer contributes 65% toward family insurance premium up to $950 for 2016, $975 for 2017, and $1,000 for 2018. Also health savings account contribution of $500 single, $1,000 family per year. Provide initial 2-year uniform allowance for new officers upon hire.

Goodhue County Sheriffs Department Licensed Sergeants:
Term: 2014-2015-2016
Wages: 2% for 2014, 1% on 1/1/15 and 1% on 7/1/15, 2% for 2016
Economic changes: Shift differential increase to 75 cents per hour. ACA language added and accepted alternate health plan.

Mower County Sheriffs Department Dispatchers:
Term: 2016-2017
Wages: 3% for 2016, 3% for 2017
Economic changes: Employer’s contribution to family health insurance premium increased by $32 for 2016 and $33 for 2017. If premiums increase more than 4% for either or both years, the increase with be split 50/50 rather than the above contribution amounts. Elimination of retiree insurance for new employees hired after 7/1/15. Elimination of $78 annual slack allowance effective 7/1/16 because dispatcher can now wear jeans. Double time for working a holiday on a scheduled day off. Increase in night shift from 70 cents to 77 cents an hour for 2016 and 79 cents on hour for 2017.
Language changes: Change in language that includes travel time in training time and how shifts are filled with short notice.

Ramsey County ECC Supervisors:
Term: 2015-2016-2017
Wages: 2% for 2015, 2.5% for 2016, 2.6% for 2017
Economic changes: Split increase in family insurance premium 75% employer/25% employee; employee pays $60 a month for single insurance for 2016. Uniform allowance – $200 carryover. Callback increase to 4 hours of pay or comp. Severance increase to $17,000 with 2,000 hours of sick leave. Deferred comp match increased to $25 for 2017. Weekend differential increased by 5 cents per hour for 2016.

Stillwater Police Department Sergeants:
Term: 2015-2016
Wages: 3% for 2015, 3% for 2016
Economic changes: Employer contribution to health insurance increased by $20 a month for 2016. Allow cash out of 40 hours of vacation hours. Added shift differential of 50 cents for hours worked between 8 p.m. and 6 a.m.

Todd County Sheriffs Department:
Term: 2015-2016-2017
Wages: 0% for 2015, 1.5% for 2016, .8% to 2% plus $50 increase in uniform allowance for 2017
Economic changes: In 2016, deputies at top pay will receive annual $250 payment to compensate for lower COLA at top for 2017. Employer covers first 5% insurance increased and employee covers second 5% increase. If increase in insurance is over 10%, increase split 50/50.

Wyoming Police Department:
Term: 2015-2016-2017
Wages: 2.75% for 2015, 2.75% for 2016, 2.75% for 2017
Economic changes: Increase in uniform allowance from $600 to $650. Increase in night differential from 30 cents an hour to 45 cents an hour in 2015, 60 cents an hour in 2016, and 75 cents an hour for 2017. New voluntary program – employer will contribute $500 to employee’s health savings account upon annual passage of fitness test. Sick leave article revised to reflect statute. Vacation accrual method changed to per pay period.
